As the first pilot zone for overall reform approved by the State Council，Pudong New District is located the main region for Shanghai to carry out the institution innovation and test rights on a higher start-point，a broader range and a higher level. According to the main points of standing committee of shanghai municipal people’s congress，to inspect the promotion and safeguard of the overall reform is the main task of the committee. This report focuses on the inspection of the governmental function transformation by evaluation the implementation of the corresponding policies，and explores new thinking and approach for the whole city to advance the reforms by evaluation in order to play a part in the formation of experiences，reproducible and applicable.
