This article reviews the theories and international experiences of the development of producer services clusters，summarizes the status quo of the six producer services clusters in Pudong New Area，and analyzes several bottlenecks which constrain the further development of these existing clusters. It puts forward some countermeasures and suggestions. First，promote the integration of manufacturing industry and service industry. Second，create a relaxed policy environment for the development of producer services clusters. Third，enhance the producer services clusters “knowledge competitiveness”. Fourth，strengthen the supporting service system construction for the clusters. Fifth，try to alleviate the service industry enterprise financing difficulties.
