Since Pudong new area’s development and opening and Nanhui distract merged into Pudong new area，Pudong new area has achieved great achievement in the aspect of social insurance reform，has established social insurance system with Pudong’s feature. Not only the coverage of Pudong’s social insurance has constantly enlarged，but also the level of Pudong’s social insurance has continuously enhanced. However，there is still existed some problems in the aspect of Pudong’s social insurance. Therefore，we suggest that facing up with the opportunity of system reform with the development of China Free Trade Zone（Shanghai），Pudong new area take the lead in launching the pilot project of “Establishing National level Pooling of the Basic Pension”，so as to form a pilot experience to promote the whole country.
