This paper analyses the present conditions and questions of the construction of rural and urban public welfare cemetery，and focuses on the point of enhancing the legality building，innovating and improving the related operation mechanism and supervision system. Furthermore，it discusses the operation and supervision modes that fit the development of public welfare cemetery in China，and provides new ideas of the sustainable development of public welfare cemetery.
