The core to promote new urbanization is to improve the quality of urbanization development. The research report from five dimensions of the population urbanization，economy urbanization，social urbanization，space urbanization and ecological urbanization to construct the model of urbanization quality evaluation system，uses expert scoring method to determine the index weight. The urbanization quality of 18 Prefecture-level city and 20 county-level city in Henan province is analyzed and appraised by using the evaluation system. Through finding out the short board in different regions in the process of urbanization development provides options for the areas taking Improvement measures.
