To speed up the process of urbanization，and to focus on improving the quality of urbanization，the key is to promote citizenization of transferred agricultural population. Therefore，we must establish the mechanism of associating financial transfer payments with citizenization of transferred agricultural population，and play finance function skillfally，mobilize social forces，increase financial support to promote healthy and sustainable development of new urbanization.
