Land is one of the most important factor of production. For a long time，imbalance of development of land market between urban and rural areas，and unclear property right of collective land of construction，impede balancing rural and urban development. It was put forward in third session of the 18th CPC central committee that we should build a unified land market of urban and rural construction. Henan is a big agricultural province，where urbanization is in a stage of rapid development. A unified land market of urban and rural construction can promote standardization of circulation of rural construction land. This paper analyzes the necessity and problems of building a unified land market of urban and rural construction in Henan province and proposed relative countermeasures and suggestions.
