The circulation of agricultural products is related to agricultural synergism，farmer income and consumption，has a very important position in the economic and social development in Henan province. This article，by analyzing present situation of Henan Province agricultural product circulation and market system construction，has been clear about the main problems existing in the circulation：the lack of legal planning，the low circulation organization degree etc. and puts forward some targeted countermeasures，such as to perfect the legal planning system，cultivating the main body，innovating policy measures；finally，briefly analyzes the developing situation of 2015.
