Purchasing services to social forces is an important path of the government’s functional transformation，and is also an important way to improve the levels of public services. After the 18th National Congress of the Communist Party of China，the government of Sichuan has made a major deployment to further transform government functions and to improve the public services，thus enhanced the strength of purchase of public services to the social forces. At present，purchasing services to the social forces entered a new stage of development in Sichuan. This research report focuses on purchasing policy of social service from mass of social organizations and social workers organization in Sichuan. It consists of four parts. In the first part，we explain the theoretical and practical significance of the government purchasing services to the social forces. In the second part，we summarize the main methods of policy support to purchase public services. On the basis of the second part，the third part sums up the social services policy that remains to be improved and to be strengthened in Sichuan. In the fourth part，five suggestions are put forward to aim at the policy shortcomings of purchasing social service to social forces in Sichuan.
