This paper deeply sums up concept，ideas，methods used in demolition and reconstruction of the old towns from “government-dominated” to “people-dominated” perspective in Jinniu District of Chengdu City，which enlightens grassroot social governance. At present，China’s local governance is inseparable from the grassroots government，at the same time，the government should gradually build up the dominant position of the residents at the grassroots social management，continuous innovation，in order to gradually build up a new pattern of Local Governance.
