Henan Province has always explored reform and advanced steadily in 2014. A series of policies such as adjusting the structure，maintaining stability and promoting development，etc. have achieved remarkable results. The level of social construction has been promoted larger，people’s livelihood has been solved better，the strategic position of social governance has been enhanced，efforts against corruption had been intensified，social opinions become good and the whole society is in stability as a whole. However，there are some problems to be solved. For example，the government’s social-management level is to be further improved and its functions is urgently to be further transferred，the openness in the field of social undertakings is not enough，social organization is not developed which is smaller and low-quality and the number of social organization with bridge-bond effect is even fewer and old-age service system has lagged behind which cannot fit in with the needs of the aging society. At the same time there are some opportunities for the development. For example，with the needs of public service rapid growth，social services will have a large space which will create many new jobs，the new-type urbanization has been pushed on rapidly and the openness in the field of social undertakings has been expanded steadily，which will bring along other industries to develop. Zhongyuan city group has been brought into the national strategic planning which will bring the significant historical opportunity for the economic and social development in Henan. The difficulties and problems facing at present can be solved step by step only if the management system reform of social undertakings is further deepened. Therefore，we should create the social-governance system and mechanism and improve its ability and level，further strengthen the reform on household register and others，drive on the reform on agricultural land and dwelling house actively，sovle the legacy of new rural community construction properly，enhance network-governance ability and level，and guide and regulate online public opinion correctly，and so on.
