Although the rural grassroots governments of Henan province still face various problems of governance after several reforms，specifically including the serious shortage of resources，the heavy task of governance，the complex governance environment，the difficult transformation of functions，and the single governance subject. Basing on the analysis of the current situation and the problems of the township government in Henan province，the research proposes some measures such as reforming and completing the current financial system of township government，transforming the rural cadres’governance notion，unblocking the channels for the populace participating in administration，and improving the assessment mechanism of the rural cadres，to comprehensively promote the governance of the rural grassroots governments in Henan province.
