South-to-North Water Transfer Project is a great event in the history of human engineering，and also a key part of the whole development of our country. In the current stage，how to get the immigrants involved in the local is an urgent need to be solved. This study takes D city as an example，and from economic，identity and social dimension to discuss the situation of immigrants’integration. The integrate situation is basically in the normal level，and the development policy that followed should be corporate with the overall regional planning.
