The healthy and orderly development of the western region is of great significance to the reform，construction，and the long-term stability of the country and the development of the rule of law in the western region is an important aspect of the development of the rule of law in the whole country. In 2014，the Innovation Project Team on the Rule of Law Index of CASS Law Institute carried out assessments of the development of the rule of law in terms of indices of legislation，government transparency，judicial transparency，and procuratorial transparency in 12 provinces，autonomous regions，municipalities directly under the Central Government and larger cities in the western region of China and puts forward suggestions on the future development of the rule of law in the region.
