The Government of Aba Autonomous Prefecture has adopted a global，omni-bearing mode of grassroots social governance，taken the six kinds of basic unit of society-namely villages，townships，state organs，temples and monasteries，and enterprises—as the key links，concentrated its efforts on the improvement of governance at the grassroots level，and promoted social governance by law in a firm and steady way. The main experiences gained by the prefect in this process include：strengthening scientific legislation，actively carrying out the work of popularization of law，steadily advancing the management of religious affairs in accordance with law，implementing the policy of administration by law，and bringing dispute resolution into the orbit of the rule of law.
