Culture and the arts are becoming more and more important for the development of world cities in the next stage. This paper, by focusing on the Singapore's Renaissance City Plan, try to illustrate the significant role of culture for global cities. It brought a review on the history of Renaissance City Plan I and Ⅱ from 2000 to 2007, and outlined the vision of Renaissance City Plan Ⅲ which initiated in 2008. The practice and strategy of the plan showed distinctive content, dynamic ecosystem, and engaged community will be important strategic directions for the future urban culture development.
