This paper analyses the process and characteristics of urbanization development in Luoxiao mountainous area from 2004 to 2014. It is found that the population urbanization development slowly in this area.The population urbanization rate in most counties is low and the differences among the counties expand gradually. The industrial urbanization rate grows rapidly，and the rate in most of the counties is in a higher level and the internal differences reduced year by year.In most years，the development of the population urbanization and industrial urbanization is in a state of disorder. The existing typical mode of urbanization development in this region is analyzed. Finally，the future strategy of urbanization development is put forward from the viewpoints of spatial development，industry，population.
