本文对2006年以来北京市社区卫生综合改革有关人力资源政策进行了回顾,分析了北京市社区卫生服务机构建设的基本情况、人力资源配置现状、卫生人员继续教育情况和考核现状。在此基础上,本文对相关社区卫生从业人员对薪酬、继续教育、考核等人力资源政策的满意度进行了调查,并对北京市社区卫生人力资源的规划与配置、招聘与录用、培训与开发、薪资与福利、绩效考核、员工激励等人力资源管理的主要环节进行了研究,探讨了当前北京市社区卫生人力资源存在的问题与原因,提出了相关政策建议。
<<This dissertation reviews the policies of human resource in Beijing comprehensive community health care reform since 2006. It analyzes constructions,human resource,continuing education,and performance appraisal of community health service centers. On this basis,this dissertation investigates staff satisfaction of community health service centers on human resource policies including compensation,continuing education,and performance appraisal. Interviews with operators and staff of community health service centers are made to analyze main aspects of human resource management in Beijing community health service centers including human resource planning and distribution,recruitment,training and development,compensation and welfare,performance appraisal,and employee motivation. Problems and reasons are explored. The relevant recommendations are presented.
