改革开放以来,我国综合零售业的信用状况有了明显好转,但整个行业正面临转型升级的压力,信用问题有了新的表现:一方面,价格、质量等方面的欺骗行为更加隐蔽,损害了消费信心;另一方面,恶意拖欠供货商货款等行为频频发生,给生产行业带来了不良影响。本报告从建立和完善市场机制,通过引导上下游企业建立良好的信用关系,开展信用评价与结果公开等角度提出对策和建议。
<<The credit status of general retailing has been greatly improved since reform and opening up. However,the entire industry is facing pressure to upgrade now,and the credit problems have a new performance. On the one hand,fraud of price and quality becomes more subtle,which harms consumer confidence;on the other hand,payment delays occur frequently,which leads to negative impact on the production industry. This report holds that more interventions on competition,such as the usage of anti-monopoly policies,should be valued in guiding the upstream and downstream enterprises to establish a better channel relationship. And regular government regulation actions,correct concepts of consumption,credit evaluation and publish,as well as the self-regulation of retailing industry,will also play an important role in improving the credit condition of general retailing.
