The present international economical situation is complex，and downward pressure of Chinese economy is still relatively big. Under this background，Shanghai’s economy is running smoothly in 2014，and began to enter “new normal” economy. Compared Shanghai with the whole Chinese economy，it has some general characters and there is also its self-characteristic. In order to ensure the smoothly running of the economy of Shanghai in 2015，this paper puts forward the general guidelines for development and missions in the near future.
