While Hong Kong economy is service sector dominated today，its growth had been basically commodity trade-led until early 1990’s. For many Chinese metropolitan cities entering the similar stage of economic development，Hong Kong’s experiences in FDI promotion via betterment of business environment during 1960—90’s is worthwhile to refer. In this connection，this paper investigates organization and operations of Hong Kong Industry Department and Hong Kong trade Development council by them as the cases，to illustrate how public sector playing its role to promote FDI inflows in context of a mature market economy.
