The early and pilot implementation policy in Shanghai FTZ emphasizes financial reform. Shanghai FTZ is promoting the internationalization of RMB，the openness of capital account，the transformation of financial services and the prudent macro management by adopting the account-divided management，facilitation of investment and financing，interest rate marketization，foreign exchange policy regime reform and risk control measures. However，there’re still some problems and risks in the financial reform of Shanghai FTZ，which require the authorities to release implementing rules and regulations of capital markets to support Shanghai FTZ，also take measures to facilitate the interest rate liberalization，reform the foreign exchange rate forming mechanism，prevent the risk resulted from the capital inflow and outflow for Shanghai FTZ，and build a comprehensive financial governance platform.
