Development of social organizations has made great achievements in the city of Hefei，especially in the aspects of number and employees and size and system. Otherwise，it also faces the confusion between politics and society，the inadequacies in the government contracting-out，the uneven regional development of social organizations and the plight of lack of the role of the assessment of social organizations. In order to solve these problems and guild the healthy development of social organizations，we should build regulatory framework to foster social organizations through expert advisory committee，federation of social organizations，foundation of development of social organization，government contracting-out，relevant administrative departments and self-development of social organizations.
