On July 21st,2012,Beijing was hit by a serious rainstorm that happens only once in a hundred years,in some areas,it happens only once in five hundred years.In order to grasp the first-hand information comprehensively and in detail about this serious rainstorm,we surveyed the most serous disaster area-Fang Shan district and completed the research report.The report includes the basic disaster situation of Fang Shan district,experience and enlightenment in fighting with disaster as well as problems existing in city safety and governance.On this basic,some reflections are initiated.We think development of Beijing has periodical characteristics that three kinds of social formations:pro-industrial society,industrial society and post-industrial society exist simultaneously in different space and time.Meanwhile,traditional natural threat and modern social crisis exist at the same time and become more and more complicated,concentrated and bursting.Inclusive development of cities is a must way of solving difficult development problems and building world city with Chinese characteristics. <<
