作为日本实施行政改革的一项重要内容,“道州制”问题一直为众人所关注。始于明治维新的道州制议题,跨越两个世纪延续至今却未能落实。二战后日本重启道州制议题,但屡经挫折。20世纪90年代日本推行行政改革,是强化中央集权还是推行地方自治成为行政改革关键。安倍两度执政,导入道州制曾是其领导自民党“重振日本”的一个重要项目,2012年众议院选举时更是被写入竞选纲领成为自民党对其选民的郑重承诺。时隔两年,自民党版的《道州基本法》却依然还在“酝酿”之中。
<<The introduction of “Do-Shu-system” in Japan,referring to administrative reform involving integration of prefectures into larger states,has been an integral part of Japanese administrative reform as well as an issue of public concern. The concept of “Do-Shu-system” has not been put into practice since it was put forward in Meiji era. After the end of WWII Japanese government relaunched the introduction of “Do-Shu-system” but ran into frustration. In the 1990s,Japanese administrative reform was faced with the key question whether state centralization or local autonomy should be emphasized. In the first and second terms of Abe administration,The introduction of “Do-Shu-system” used to be seen as a key program to revive Japan under the LDP leadership and was included into the LDP campaign platform in the general election in 2012. However,the “fundamental law of Do-Shu-system” proposed by LDP has been still at the stage of “brewing” since then.
