While implementing the inspirit of “The Eighteenth Member” Congress of CPC" in the whole country from 2013，centering around Modern Public Culture Service System，cultural，department of different levels guided by government and supported by public finance have made new achievements in public culture service system construction and public culture product and service offering，however，there is some problems need to be solved.
