Cultural needs naturally become the expectation of higher level and the new growth point for public people’s livelihood while the basic life needs has been satisfied. The investigation finds that the hardware facilities have been improved at all levels，the entertainment activities have been increased greatly and public cultural needs have been satisfied gradually in today’s China，however the investigation also finds some prominent problems，for example，it is lack of activeness in public cultural activities，fairness in the consequence of public cultural needs satisfaction，and creativeness in public cultural thoughts. In order to eliminate these problems，we must uphold the principle of respect at the state level，the principle of fairness at the social level，and the principle of activeness at the individual level.
