In recent years, many cities in China have developed cultural industries. However, what is the difference in cultural industries competitiveness among cities? The previous creativity index models can not answer this question. Based on Michael Porter's Diamond Theory, the Systems Theory, and the Brand Evaluation Methodology of Interbrand Group, the paper builds a model called China's City Creativity Index, which is used to evaluate the cultural industries competitiveness employing the data from the Statistical Yearbooks for twenty cities. The index can help to find the difference of cultural industries development among cities, which can guide them in deciding the development direction.
