The European Commission decided to include aviation in the EU Emissions Trading Scheme (EU-ETS) from 2012, which will profoundly affect all the aircraft operators, especially those in the emerging economies where aviation business is developing very fast, provided that they operate flights departing from and/or arriving in an aerodrome in the EU. What drives the EU towards taking such a step lies more in its ambition to bring under its control the mechanism for reducing global GHG emissions than in its intention to reduce the GHG emissions.
