Due to the lack of domestic energy，Japan had to develop and utilize overseas energy，therefore gradually formed a mode of unique overseas energy development. At the same time，Japan built an adequate support system including the government，policy implementation institutions，banks，and comprehensive trading company，so as to secure Japanese energy development and utilization. As the energy policy implementation mechanism，JOGMEC plays extremely important coordination and supporting roles in following areas：investment，debt guarantees，establishment of the global mineral resources information network，technology development and support，basic geological structure survey and others.
