Setting up a government-controlled sovereign wealth fund has gradually become one of the important components of the developmental strategies of some countries and territories. This article discusses the feasibility and necessity for Macao to set up a sovereign wealth fund，and provides feasible suggestions in terms of sources of funding and its application，corporate governance，investment strategies and management，risk management，performance appraisal，human resources and international cooperation. Some important issues that require solution are also indicated.
