The administrative potency construction means the comprehensive abilities of social governance and public service. Recently，Guizhou made remarkable achievements for administrative potency construction by stably simplifying administration and transferring power，improving working efficiency and styles and reducing administrative undertaking fees. However，some problems occur as follows：insufficient acceptance capability of lower level governments when transferring the administrative examination and approval，still more administrative examination and approval existing than it seems，insufficient quantity and scarce capacity of intermediary organization when involving in technical review. This reports mentions some measures to enhance the government’s administrative potency such as improving relevant laws and regulations，cultivating intermediary organization，optimizing the platform construction and strengthen the supervision of efficiency and capacity.
