Modern university system is continuous development of a set of institutional system，which contribute to regulate schools. Modern university system with Chinese characteristics are mainly reflected in socialist educational orientation and leadership of the party committee. The university statutes，an important part of the modern university system and important source of university legitimacy，is the basic standard to run schools，implement management and perform public functions. However，there are some problems among the construction of modern university system as follows：difficult to define the government responsibility and difficult to implement college students’ autonomy. So it states that the government is the forerunner and delegate power to the university. Also，it states that the university needs to authorize to academic organization，carrying out the guiding role of the academic power.
