Family planning is the most important work in the rural areas. In the practice of the rural family planning，all levels of government have created a lot of good experiences and practices through system and method innovation. Effective development of rural family planning work have made great contributions to the overall solution of Chinese population problems. However，the continuous development of social situation presents many new challenges for rural family planning work，while innovative family planning work system also faces many problems in practice，which has caused the current multiple paradoxical predicament in rural family planning work. To solve dilemma for rural birth control，this paper puts forward some related countermeasures.
