2013年，中南半岛国家的安全议题主要集中在国内安全层面。亚太各大国在中南半岛的战略行为则更多是由战略互疑所驱动，特别是中美、中日、中印之间的战略互疑直接或间接导致中南半岛安全局势的复杂化。中美、中日、中印之间的战略互疑甚至导致各方在中南半岛事实上的战略竞争。目前，中南半岛安全局势中的不稳定因素尚不足以危及中国的周边安全，但仍然暗流涌动。未来中国的中南半岛外交局势仍将是挑战与机遇并存。
