Beijing-Tianjin-Hebei region coordinated development strategy has started a year. Beijing- Tianjin-Hebei collaborative development direction has undoubtedly determine，But the accurate target is not very clear. Although the related work in advance steadily，the overall planning of the development of Beijing-Tianjin-Hebei collaboration fails to issue. This paper argues that the overall goal of the development of Beijing-Tianjin-Hebei collab oration is a structural target system. From the collaborative development stage，level perspective Division：in the short-term goal，the long-term goals，the top-level strategic objectives，the field goal，subregional target etc，target components，And finally the organic synthesis for the complete target system. At last，the evaluation standards and methods of collaborative development of Beijing-Tianjin-Hebei are discussed，Proposed should be reasonably expected measurement model predicted value as an important reference to planning and evaluation. <<
