This paper shows the index of assessment about industrial transformation and upgrading assessment and countermeasures in the pearl river delta，according to the analysis of the pearl river delta in the change of the pattern of industrial development，industrial structure adjustment have already achieved significant results，but there is still exists a low level of industry，excessive dependence on external demand，the innovation ability is weak and other deep-seated contradictions. The next step of the Pearl River Delta is to drive innovation comprehensively as industrial growth momentum，remodeling the new advantages of industrial development. <<
