The legislative work of China in 2012 was a process of continuous development of the Chinese legal system, the main reflections of which include: the continuous improvement of the rule of procedural law; the further realization of the substantive values of law through the rationalization of formal rules; meeting the needs of globalization with a more developed legal system; the further improvement of social security and strengthening of special protection for the disadvantaged groups; the relaxation of undue administrative intervention in economic activities and the strengthening of market regulation; new progresses in the legality of administration, especially the legality of the management of government affairs; and the strengthening of the legal safeguards for various technical activities. In 2012, the revision of law has indicated a distinctive feature of systematization; legislation has been continuously supplemented by judicial interpretation; and normative documents of the government still exert influence on legislation.
