With the worsening of the situation of urban disasters, urban management in China has revealed many defects in the prevention and management of disasters, including the backwardness of ideas, imperfect legal system, low standards, slow government response, and the lack of coordination between different departments. This report analyzes the causes of the above defects and suggests that the government, in its effort to improve the work of disaster prevention and reduction in cities, should take into account various types of disaster risks, raise the level of disaster control with respect to institutions, legal system, and technical standards, take targeted measures to increase the disaster prevention capability of infrastructures, improve the disaster forecast and early warning mechanism, mobilize all social forces and strengthen the dissemination, education and training work, so as to achieve the goal of "safe cities".
