During the 11th Five-Year period, environmental accidents happened in Shanghai increased in every year, among which, water and air pollution incidents accounted for 80.9% on the average. Such features have been observed about these accidents: 39.8% accidents were induced by release of toxic substances, among which accidental release of dimethylbenzene, ammonia and chlorine ranked the highest; most of these accidents happened in suburban areas northeast and southwest of Shanghai, with Pudong New Area as the most frequently affected district; Among other factors, production safety was one of the key issues to cause environmental accidents. In order to reduce environmental emergency accidents in Shanghai, a systematic investigation has been carried out from the respect of emergency management organization, emergency monitoring technology, emergency response information system etc.. And constructive suggestions and actions were brought forward on improving emergency monitoring, supervision, and science & technology support etc.
