Transfer of agriculture and population urbanization is the significant factors to China's new urbanization. Because of "incomplete urbanization" institutional arrangements, migrant workers only completed a career transition, failing to achieve identity conversion although the migrant workers are the main subject of China's agricultural work. Currently, the central region has possessed some advantages to achieve agriculture transfer and population urbanization: central region is undertaking industrial gradient shift and is accelerating economic growth; urbanization has entered the acceleration period; wage growth is rapidly improving. All the above provides industry support, employment conditions, spatial carrier and motivation for agricultural transfer and population urbanization. Obviously, the central region is also faced with the embarrassment of incomplete urbanization particularly evident great population in agricultural work. In order to promote the orderly citizenization of the agricultural work, the obstacles must be got rid of and unified plan should be taken into consideration. To make the new generation of migrant workers and inter-provincial migrant workers the citizenship, we should accelerate the process of re-socialization of migrant workers and promote the realization of the role changes.
