To aim at the target of extended demand and advanced sharing, the growth of cultural consumption demand is measured and the development space of cultural industry in the next decade is estimated. Based upon the growth from 2000 to 2011, ranking of the evaluated distance of growth targets among various provinces to 2020 are as follows: Jiangsu, Liaoning, Inner Mongolia, Qinghai, Anhui ranked the top five in the valued average added value over the years; Jiangsu, Inner Mongolia, Heilongjiang, Guangdong, Shanghai ranked the top five in the valued avoiding negative correlation; Shanghai, Jiangsu, Fujian, Heilongjiang, Liaoning ranked the top five in the valued optimal proportion; Shanghai, Jiangsu, Beijing, Heilongjiang, Liaoning ranked the top five in the valued lowest urban-rural ratio; Shanghai, Jiangsu, Heilongjiang, Beijing, Liaoning ranked the top five in the valued closed urban-rural ratio; Shanghai, Jiangsu, Heilongjiang, Liaoning, Beijing ranked the top five in the valued without urban-rural gap; Shanghai, Jiangsu, Liaoning, Heilongjiang, Guangdong ranked the top five in the valued pillar industry. The cultural industry becomes a pillar industry, which in itself is not the goal.
