The year of 2011 announces the starting point of the 12th Five-year Plan of National Economy and Social Development. Meanwhile, it is a critical year for the Outline of China's National Plan for Medium and Long-term Education Reform and Development (2010-2020) to be carried out in a comprehensive manner. At the same time, extensive administrative regulations have been promulgated and put into effect, and a series of programs for education development and pilot projects for education reform have been launched, which focus on improving education quality and promoting education equity. However, because the Outline has been implemented and carried out only for about one year, it is still too early to evaluate the effect of related policies. Moreover, in different regions, the progress of policy implementation is not synchronized, and there are many unresolved issues that are related to public concerns. Furthermore, it is difficult to make breakthrough in areas which need systemic reform, and the existing institutional obstacles may hamper our education development and stand in the way of future innovation. In the following years, to achieve the scientific development of education at this historic point, we must give priority to improving education management, and speed up the progress in major reform areas.
