In 2011, the high-speed rail accident presented an opportunity for more social groups to participate in various online discussions. And internet-based political participation becomes a new forum for average citizens to evaluate and supervise government's administration. For instance, both the campaign against child trafficking through mini-blog and the "free-lunch plan" demonstrate that government and civil groups can work together to solve social problems. In order to stimulate similar cooperation, it is important to facilitate the capacity-building of the internet-based civil groups on the one hand; and on the other, government needs to show its tolerance and gives more latitude to those civil groups. It can be seen that, under the pressure of online opinions from mini-blog, government strengthened its regulation on high-speed rail and adopted a series of measures to ensure railway safety.
