The main feature of China's labor market in 2011 is that, under the strong economic growth, the employment situation remains stable, and workers' wage gradually increases, accompanied with a comprehensive development of workers' social insurance protection. Moreover, the amount of labor disputes keeps at a stable level, and the situation of occupational safety enjoys a significant improvement. The collection and payment of employees' social insurance were carried out smoothly. However, there are several problems which need to be addressed. First, the scale of occupational diseases is expanding; secondly, new generation of peasant workers are lack of sufficient skills; and last but not least, the overall income level for the peasant workers is still below average. With further establishment of a market-oriented labor relation, collective wage negotiation becomes more centralized. Nowadays, China's labor policy is experiencing fundamental changes. The main focus is no longer based on individual labor relation; instead, collective labor relation becomes the primary channel for the establishment of a harmonious labor relation. At the threshold of the Twelfth Five-Year Plan, maintaining a harmonious labor relation becomes the corner stone for the establishment of a society of harmony.
