In the year of 2011, there are two basic characteristics of the peasant class. First of all, in terms of scale, the peasant class is gradually shrinking. Secondly, when it comes to the type of employment, there is a rapid status transformation for farmers from traditional small-scale peasantry to modern farming industry workers. From policy perspective, the government provides more fiscal support and strengthens the implementation of payment transformation. Furthermore, public services in rural areas are upgraded. However, at the same time, land related property rights become a central issue which affects social relationship and social order in rural areas. The violation of farmers' legitimate rights and interests leads to increasing number of social conflicts. Moreover, the coordination and settlement of different social interests become more difficult. In the future, we should integrate the socialist countryside construction with the establishment of peasants' coalition, and pay more attention to the new situations and emerging problems when more public service programs are launched in rural society.
