In Henan province, the construction of highly skilled workers has achieved some successes during the eleventh "Five-Year Plan"period, but the quantity, quality and structure of skilled workers is far from meeting the economic and social development needs. It will become a "bottleneck" restricting the economic development of Henan. By in-depth analysis of present situation and problems of the construction of talents staff in Henan province, we put forward a series of suggestions to transform the huge population pressure into the advantage in human resources. That will serve the Central Plains Economic Region more effectively. <<
