Promoting cultural integration by top-level design, Not only is the necessary way of promoting the cultural development, but also is an important way of inheritance and innovation of Chinese Historical Civilization. Henan Province has plenty of three-kingdom cultural resource, but those resource are deficiency of effective integration on the resource integration because of regional partition, stripe-and-block partition and vocation segmentation. During the three-kingdom cultural resource integration and development, using top-level design and abiding cultural development laws, will promote the exerting of the cultural soft power and inheriting the cultural spirits with the top strategy, the reform of cultural system and establishing cultural service systems. <<
