In 2012, Guangzhou was re-elected one of the "China's Top Ten Innovation Cities", and has made progress in smarter city building, regional innovation system perfecting, strategic emerging industry developing, scientific and technological cooperation with foreign and other domestic regions, and top innovative talents introduction; at the same time however, inadequate reserves of advanced technology and a continued decline on trading competitiveness index of high-tech products are prominent problems. In 2013, the decline of trading competitiveness index is expected to be reversed as implementation of a series of new scientific and technological polices, and considerable growth on budgets of science and technology and on investments of researching for municipal-run enterprises; and there will also be a speed-up gathering of top innovative talents to Nasha District, Guangzhou Development Zone, and Tianhe District.
