目前我国能源资源短缺、环境污染以及气候变化问题日益突出,提高能源利用效率,进行传统能源与可再生能源发电结构调整,不仅是我国目前需要完成的重大战略任务,也是能源资源与环境经济研究的重要课题。发展分布式能源发电产业,对科学合理实现能源资源利用,推动能源供应、需求与技术革命,保障能源安全,促进经济社会可持续发展可以起到重要的作用。第一,本文综述了分布式能源发电的文献研究路线、技术特点与优势。第二,从可再生能源利用角度,阐述了我国分布式发电产业现状与政策支持体系。第三,从法律、政策、技术与市场机制等角度对我国分布式发电产业存在的问题进行了系统解析。第四,通过对国际上部分国家分布式发电现状、管理措施与政策机制的经验分析,得出了若干启示。第五,从法律制度、战略规划、政策保障、能源电力改革、协调机制与利益关系、市场机制、智能电网建设与质量、标准体系方面,提出科学合理发展我国分布式能源发电产业的政策建议。
<<At present,energy shortages,pollution and climate change have become increasingly prominent in China. How to improve energy efficiency,restructure conventional energy and renewable electricity,and not only become the major strategic tasks to be completed,but also the important issue of energy resource and environmental economy. Development of distributed power generation industries plays an important role in utilizing scientifically and rationally energy resources,improving the revolution in energy supply,demand,and technology,ensuring energy security,and promoting sustainable economic and social development. In this paper,firstly,literature research route about distributed energy power,technology features and advantage have been reviewed;Secondly,distributed power industry status and policy support system are described from angle of renewable energy using;Thirdly,from legal,and policy,and technology,and market mechanism angle,some existed problems in the course of development about China’s distributed power industry have been analyzed;Again,through analysis to some nations’ distributed power status,and management measures and policy mechanism experience,several revelations have gotten;Last,from views of legal system,strategic planning,policy,reform of energy and power,coordination,interests and market mechanisms,smart grid’s construction and quality standard system,a series of policy recommendations have been put forward about how to develop scientifically and rationally distributed energy generation industry.
